Interesting. My daughter lived at Heritage a couple years ago. 2 of her roommates had cars and both had to park west of
the MC by the stadium. Also, both knew that ticket holders for basketball games got priority in the parking area closer to Heritage and both acquiesced that it should be that was as those parking there paid much more for their spots.
TBH I'm a little surprised BYU even lets freshmen park on campus at all. Many universities don't.
As for the security service you referenced, my daughter called them a couple times late at night in the winter when she was on the other side of campus from Heritage. They were fantastic. Maybe your daughter should just use the service offered?

I lived in Heritage Halls last year. While researching it I saw several times that BYU doesn’t recommend living there
