I honestly think they are more worried about the image it will create...

If they allow caffeinated drinks to be sold, more so than they are worried in those partaking in it. Cause it's not against the WoW... and by saying it doesn't align with the culture isn't true either when it's available at the gas station or the grocery store across the street and having it in your dorms isn't an issue.

This is a 100% to do with image concern of not doing it and doing it.
