So,it sounds like you are saying that it is hopeless for the bottom schools?
That (1) it is hopeless for them to get more than 20 students at their games, and (2) it is hopeless for them to ever be good, and recruit?
That is frustrating and sad.
Maybe the conference needs to start publicly shaming the schools with poor attendance? Try to get them to change their behavior by calling them out? Shame their students for not attending?
