I don't think you understand what the author is mocking. He's mocking the fact

that a kid was suspended for engaging in "normal" behavior that the vast majority of US college kids and responsible adults engage in, and which wouldn't cause anyone to bat an eye at most universities.

You seem to be intentionally trying to be obtuse, which isn't surprising, since this is CB after all.
