They both throw out a bone to the exclued parties, simply to avoid lawsuits, but their goal is the enrich themselves while excluding outsiders, by monopolizing TV money and bowl tie-ins.
Why do you think that several proposed bowl were nixed the past few years? Because one or both proposed tie-ins were with non-P5 conferences / schools.
Curiously, there are 128 FBS schools, with 65 being P5, just enough to give them a simple majority vote in approving FBS bowl game tie-ins.
Even though Coastal Carolina (2018) and Liberty University (2019) are soon to join the FBS, the P5 will maintain their voting majority because Idaho is dropping down to FCS in 2018.
Once two more schools join the FBS, then the P5 will seriously consider adding at least one more member to maintain their voting majority.
