The methodology heavily weighs TV viewership, but is strongly affected by the opponents that a team plays. So Rutgers gets huge TV numbers by playing Ohio St, Michigan, Penn St, etc. But any team would see a massive boost if they had that schedule. Incredibly hard to do, but if you're trying to nail down a team's intrinsic value, I think you need to somehow eliminate the difference of opponents factor.
