Only because it is the newest.
Every major conference over the last 6 years that has renegotiated a TV contract got an increase of about 350%, including the PAC. So, if the Big 12 survives, expect their new Tier 1 TV contract (which they will get in 2014, at the latest) from ESPN to be larger than the PAC gets from both Fox and ESPN combined.
