Having Utah and Col in makes sense
Every conference needs teams that are great, medium, and lower. You cannot have a conference full of great teams top to bottom or after the season, they would all stand at 6-6, or some other ridiculous final season win/loss record.
Utah and Colorado fill the quota in the conference for middle to lower teams ... it's as simple as that.
