couple of years ago; the lowest ACT score for an admitted student was an 11; the average was about 28. I'm guessing that the one with an 11 wasn't a Hinckley Scholarship Winner. But sure, there are schools with lower standards. I think admissions wants to help athletic programs and specialized ones like art and design in which students have talents if not school smarts, but they also have to make the determination that the kid can actually succeed at the student part of his/her BYU experience with passing grades.
