Based on my experiences working with students in a bishopric, in my lab and
classes on campus, and a handful of athletes (two pretty well known) the HCO is pretty darn lenient as long as a student is striving to do better and not repeatedly showing up for the same things.
I’m not suggesting there aren’t improvements that can be made, but the HCO I believe gets an unearned reputation for being harsh because they don’t defend themselves, people who get punished regardless of how many chances they receive feel treated unfairly (let’s be honest...we’re an entitled society), and it sometimes hurts sports teams which makes people mad (and we blame the “evil” HCO instead the person who actually made a mistake).
