First I'd let the kid decide
If he wanted my advice I'd ask what's important to him and then give advice that fit. If the kid wanted to play P5 but wanted to stay close to home then I'd probably recommend the U. If P5 didn't matter then I'd tell him it's a wash between BYU and Utah.
If the best possible competition was what the kid wanted then I'd recommend the exploring the top twenty schools.
