Of course, the problem in Arizona is they were promised raises and never given

them. And that happens in other states too, and in higher education. So they go into it knowing they will get X ... and then never get X.

When your salary is always on the chopping block with politicians removed from the work you do, you have to advocate in the public arena for your career.
