order of priority should be:
1. Send them to private school if you can afford it
2. Home school if you can't afford private school
3. Send them to public school if someone is holding a gun to your head or there is literally no way to afford private school or to provide home school
In our school district, in the same discussion we can talk about the problem of low teacher pay (and how much of a raise they need) and then turn to the problem of having to sift through 500 resumes submitted for the one open teaching position at the local elementary school. Nobody seems to acknowledge that those two "problems" are working against each other.
