The Post Office feels that all dog attacks are preventable...
So a carrier can actually get in trouble for being attacked, if the Post Office believes the carrier didn’t do everything in their power to avoid the attack ie. spray the dog. Especially if the attack requires medical attention and/or inability to work.
So I have actually made 4 judgement calls that were wrong. That is 4 too many for the post office.
The best judgement call is for the owner to have the dog under control at all times
