You keep trying to separate the "best athletes" issue and the development issue.
You can't do that because they are inextricably tied to each other. The primary reason we struggle to develop the best players is because the focus in the American sporting world is on other sports. Very few American kids grow up wanting to be soccer stars.

Sure, I mentioned some household name athletes as examples, but the reality is that there is probably some guy who would be the next Ronaldo/Messi/Neymar/etc. riding the bench or playing a small role on the team of some other sport. In the US, we are conditioned to think of the best athletes as football or basketball players (or even baseball). That doesn't just include the fans, but also the athletes themselves who are growing up in this system.
