people were getting into appraisal industry too quickly and it was hurting the product/industry. Now, they make it so hard that few are entering the industry and all the old timers will be retiring soon....oh, and then you have to put all appraisers' names into a huge pool and have them randomly assigned so you never quite know how good of an appraiser you're going to get (appraisal is LOTS of art mingled with science and there are a lot of bad artists out there).
