programs are not self-sustaining. BYU is a rare one. Running a university, period is very expensive. The Church is continually seeking ways to slim the costs down and make it less expensive. It's why they will not open up another campus anywhere. It's a reasonable question whether it's worth the cost, but the church feels the BYU schools in general are worth it (and I agree), but this is why they won't be expanding BYU (in terms of new buildings to increase enrollments). Knowing all that the Church is doing and has done to try and cut costs. So while Refugee is explaining that revelation was involved (which I wouldn't know) I would not be surprised that the Church may have been concerned about the money as well. There are lots of things the Church is trying to accomplish. Satiate our sports appetites is just really not high on the list, unfortunately.
