Maybe they would've had BYU in their top two if BYU had been a P5.
This is a hypothetical that can't be known.
I think if you look at how Utah's recruiting has increased since joining the PAC12, then it is fair to argue that BYU's recruiting would've also increased had they joined the PAC12. But it's impossible to pick specifics - though there have been kids who said they didn't pick BYU because they wanted to go to a P5 school.
