The University of Deseret was the territorial school AND the church school. BYU never exists if John R Park doesn't take the risk of committing the UofD to the secular and in the process losing legislative funding. He did this for the sole purpose of ensuring academic freedom for his professors. That was his vision as a physician, scholar, and educator.

Why does Utah have those? Because John Rocky Park, MD risked the entire existence of the school, the university he built from a loose collection of enrichment courses, to make it possible.
