It's simple. Utah is in because they aren't the church school in the state.

Their success prior to 2010 allowed them to get on the radar of an invite, but everyone in the world knows they didn't deserve it over BYU. Not in any single way--other than the UofU wasn't associated with a religion the majority of the school presidents hate.
