If so, you'll probably have to pay. CIGNA's negotiated payment is only binding on docs in its network. Out of network docs are not required to accept the negotiated payment as payment in full, since they're not in any contractual relationship with CIGNA.
I've been through this personally. In the end, I had to pay the doc.
Eliminating out of network surprise payments is a medical billing reform that has bipartisan support. Cold comfort for you, I know.
