This. Some people love to point to situations where a one- or no-star kid turns
out to be an absolute stud to claim that the entire system doesn't work. Overall, this system that uses current performance to predict future performance at a higher level has its misses, but it generally works.

If you told me that I could choose between having my entire recruiting class of four-star kids vs. two-star kids, I would take the four-star class. It might not be right with every individual, but a class of consistently higher rated kids has a greater chance of being good.
