The BOT wants BYU to focus on undergraduate teaching, but have enough

graduate programs to be considered a "major" university. Enrollment in grad programs is limited to around 10% of undergraduate enrollment and that includes the law school. Given those limitations, it seems there is no interest on the BOT's part to turn BYU into a major Research university.
