want to ensure that the majority of the resources allocated to the university go towards educating undergrad students. The ideal model for the BOT is to give as many students as possible the BYU undergrad experience, and then have most of them go on to other universities to pursue graduate degrees (and conduct research). They do support some research, since professors need to do that and publish their results, but like I said above, the BOT wants to limit the number of grad students at BYU to no more than 10% of the student body for the purpose of keeping as many slots open for undergrad students as possible.
Under that constraint, the BOT and the university administrators are very supportive of research at BYU.
