I would put many if not most of the U and USU's grad research programs above BYU
The professional programs are obviously different.

BYU does do good research and good research is expected for tenure as others have said on here. And it has come a long ways in research over the past few decades. Part of what was holding back BYU in research before was old faculty mindsets. For example, I was told that there used to be a strong attitude in the CS department that the only research that was worthy of BYU was family history-related research. Most, if not all, of those professors are gone now so that's no longer the case.

That said, there's still a long ways to go in some fields. There are some areas of research that are made a lot harder when you don't have a strong doctoral program. You can only go so far with master's and undergraduate students in these fields. I know of several professors who were at BYU who ultimately left because of a weak or nonexistent PhD program in their departments. I was also practically invited to interview at a department there that doesn't have a PhD program and doesn't have immediate plans to create one. I ultimately turned it down because of that as I rely a lot on PhD students for my research.

BYU also generally has a bit higher teaching load than other universities at the same level. For example, a professor that is required to teach 3 classes a year at the U or USU might be required to teach 4 at BYU. But that will also vary from department to department.

Again, BYU does do good research especially with undergraduate students. But you don't quite realize the gap at the graduate level until you go to other places. At least that's been my experience. On the other hand, the trajectory has generally been towards more research and grad programs, so I could see that eventually changing. But it will take a while at the current pace still.
