You can’t couldn’t all colleges without a graduate program

You would need to count all schools which have the graduate programs that qualify. Schools with rolling admissions like Texas Tech and UTSA or less competitive admissions like USU is an indicator that it’s not too exclusive.
If you look at FBS programs every conference has multiple programs in it even Sun Belt. That doesn’t seem exclusive to me.
