SEC, Notre Dame, a few others maybe. It is still not good for CFB overall if the cream of CFB has this power to do it willy nilly. It is easy to say "increase the cancellation fee", but the have nots likely will not have the power to do that as there are other have nots that will take the risk with the low cancellation fees.
