Homeowners will cover unless there is an exclusion (which don't hold up). That

is why Homeowners insurance often prohibits certain types of dogs pitbulls and such. If you file a claim, most likely the neighbor would have to put the dog down or lose her home owners insurance. Or provide proof that the dog is no longer at the home.
