Visual Studio Code, YouTube, GitHub, GitHub CoPilot, Chat GPT, Stackoverflow.
If he wants to learn to code, there's nothing stopping him.
I wouldn't pay a red cent to any certification place.
A degree is a different matter as the world is still old school like that. And by the time he's up with his 4 years, the market may look better.
But if he wants to learn to code, all those things above added together cost $10 a month (GitHub copilot). And he won't be able to learn anything more than what is already freely avaialble.
If I were him, I'd find some free projects to do. Build a website on NextJS or something. Make an App. Use those free resources. See if he likes it.
