The vast majority of women don't cover up because society is "forcing" them to.

They cover up because of an inner sense of modesty. They don't feel comfortable being uncovered in public, so they cover up. They are concerned less with how the people around them feel, and more about how they themselves feel, and they don't feel modest uncovered. Your beef should really be with them.
