Anyone who breaks the honor code should be investigated, be it immediately or after a period of time based on

circumstances. If a girl is raped she should be exempt for a period from any investigation but that doesn't mean she should get a free pass. If she is innocent then there is nothing to worry about. If she did break the honor code then there should be some consequences. But that's just my uninformed opinion.
