And I think that's an important distinction.
As I mentioned, I don't actually think an increase in false reports are really a huge risk. and the reason is b/c the risk would only apply in a pretty rare circumstance -- you're going to get caught somehow anyway, and so you preemptively report (like a girl getting pregnant).
It's not like some girl is having sex with her BF and then just says, hey, I don't want to get in trouble for this, so I'm going to go report it as a rape. There would be no incentive to report at all.
