The argument is that someone is having consensual sex and gets caught, or is
afraid they're going to get caught (maybe, for example, a girl gets pregnant). She's now afraid that she's going to get kicked out of school (which would have economic impacts), and so she reports the sex as non-consensual.

Simple economics.

But I don't think anyone has any reason to believe that it is, or will be, a common occurrence. At least not common enough to throw out an otherwise good, helpful, responsible policy over it.
