My guess is that this is what Worthen will do. The thinking is that the first

and most pressing issue is ensuring that the victim receives the health and mental counseling necessary to ensure a full recovery. After that occurs, everyone should be accountable for their own decisions. Absolute amnesty goes too far and there a thousand examples people can come up with where that kind of result would lead to absurdities.
