Does this really need to be a policy, or is it Mormon-by-the-book-culture?

It is a lot like the no cola policy on campus. What is wrong with a family coming to get their son or daughter from the mission field? Is there a real feel the will go AWOL? This just seems like one of those over controlling policies that are sometimes contrived at BYU.....this wreaks of the HCO.....hmmmmm.
