I'm not sure I care if it is discouraged...
My parents picked me up, and it was amazing.
Why take a stance on an issue like this? We tend to make way too many polices in the church...
It is not a sin to pick up a child from a mission. Parents should not feel guilt about picking their child up. Potentially it can create incredible lifelong memories for the missionary and the parents who gave their child up for two years...

I can tell you that it is up to the MP. The church discourages it because their missions aren't over
