The handbook also discourages against a husband getting fixed..
While I agree with you that it's easier it my mind to lean in the direction of the Brethren's preference, doesn't mean that it's not a common occurrence among members.
In my mind, it's strongly discouraged because it's not something that member's will be condemned or have eternal consequences for doing, or else it would be prohibited.
With that said, I'm with you, it's best IMHO to side with the Church's preferred recommendations.

I can tell you that it is up to the MP. The church discourages it because their missions aren't over
