2016 is an outlier and a payoff for their previous work done on the field. 2015 started it. Maybe it will be "consistent" from now on, but they were in the 30's to 50's with the teams that got them to this point.
But I see you're point and you're getting close... Add the points together. TCU has good classes... TCU doesn't load up with 4 stars... So what does that mean? It means they're not filling the rest of their class with lower rated guys. It means they're doing exactly what I said BYU has to do. Rounding it out with 3 star guys in the 16-20 range.
If BYU stays in the four 2-4 four star range, but has that number above with 3 stars, especially guys rated higher at their positions, it is a big boost for BYU. Rather than a dozen or more 2/NR guys. I don't know why anyone is arguing with this, especially by suggesting BYU HAS to make a significant jump in 4 stars immediately. Yeah that's not happening.
