Uh, the Council Report cites that title IX investigators, were HCO investigators

"In summer 2012 an Honor Code counselor, Melba Latu, was identified as a Title IX investigator for
cases involving BYU students. Initially Latu retained her position as an Honor Code counselor and
maintained an Honor Code caseload while simultaneously investigating Title IX reports."
That is what you would call a conflict of interest, and would lead exactly to what he is claiming.
