It was unknown b/c there was no policy to be known, other than the Honor Code
And the HC is very well known. Everyone knew that you could get in trouble with the Honor Code office for breaking the honor code. The lack of an exception in cases of allegations of sexual assault is hardly a policy in and of itself to be aware of. Its simply enforcing the Honor Code.
It would be like saying students are aware of the lack of the exception for Honor code infractions when such infractions take place at 11:47 on Thursday, and the reason they are aware of the lack of such an exception is that it doesn't exist.
