I think you are missing the point, the HCO/Title IX have been synonymous
You clearly haven't read the report, creating a separation of the 2 entities is one of the major actions. They had employees acting in dual HCO/Title IX roles.
reporting to title IX was the same thing as self reporting to the HCO, they had title IX cases intermingled in the HCO case system.
You are disagreeing with the findings of the advisory council, so I feel pretty safe in saying, you should probably read the full report before commenting any more.
