I'm not necessarily comparing this to why BYU wasn't taken.
But this is a proven method. TCU and Utah went to multiple BCS bowls and won them. How can you argue that wasn't the reason they were taken? I know other things go into to (TCU being in Texas, etc.), but you can't argue that establishing a culture of winning didn't make them even more attractive.
