Exactly. Principles. No tents goes beyond a rule and teaches a principle
People are protected in multiple ways from being in the open in this kind of a situation.

One may see it as parents needing to spy on their kids, but college kids should be able to see the protective principles behind it.

You can argue these rules up and down all you want, but I would say they are all there for teaching rather than making up rules to enforce the HC.
