There has been in the past a struggle with BYU Police, that neighborhood right there, and the ROC line. This helps reduce the amount of time cops have to watch over the line and complaints that are dealt with throughout the week. It's just something new they are trying to satisfy all the parties involved, not just the students.

Also students wanted to have the chance at getting good seats in the ROC without having to sacrifice their entire week in doing so. This levels the playing field out for passionate fans and students, who because of their schedules can't camp for a game starting Monday.
