Mainframe/COBOL programmer? If so he should head out on the open market.

I know you said options other than quitting, but if he is 65 I don't see why not.

My own father and mother who are the same age have found decent work as contractors for banks and insurance companies who still rely on mainframe processing. My dad actually is a school bus driver in between contracts.
