You'd think they would have established a better relationship after 20 years. Or at least a relationship where your FIL can walk into his boss' office and have an open conversation about his concerns and what he's experiencing. If he hasn't done that yet, I think he should. With 20 years at the company he's earned the right to go have a man to man conversation about his concerns.
