She was global entry, which only has kiosks. She's also held to a higher
standard as a GE holder. When I did my GE interview, they were very explicit that the penalty for non-compliance is increased if you fail to declare.
Even without GE, many airports have kiosks for everybody. I fly internationally a lot and they rarely pass out the forms in fight now.

they aren't asking if you are bringing in fruit from a foreign country - the form asks if you have any fruit on you. If
