A more valid comparison would be if there were some opt-in program where you pay a fee, get a background check, and do an interview with the highway patrol to verify that you agree to always drive the speed limit, and in exchange they send a daily email of all the locations where they are doing speed traps that day.

In that case, somebody getting caught speeding would deserve a little higher penalty than somebody who didn't opt into that program.
