That's what I thought too, but FA insisted. So I took the form, NBD.
In 25+ international trips over the last year or two, I can only remember a couple of times where they even had the forms on the plane, and they've definitely never handed them out to everybody on one of my flights.That might depend on your port of entry. Flew in via SFO on Thu, and everyone got paper forms. GE doesn't use them, of course. But they were handed out wholesale.

they aren't asking if you are bringing in fruit from a foreign country - the form asks if you have any fruit on you. If
