I think the BOT was confused. In 2010 they approved going independent and joining the WCC. They were sold that this was

the only solution to Utah's move to the PAC12 and that there no longer any real allies in the MWC or WAC.

Then in 2012, they were being told the same thing. That the only solution was joining the Big XII. But they didn't know what to believe. Was the 2010 move the only solution or was the move in 2012 the real only solution.

And they chose wrong.
